About Brandon Combs
Brandon Combs is the president of Firearms Policy Coalition (FPC), a Sacramento, California-based 501(c)(4) nonprofit that has made litigation a central part of its work. FPC works through lawsuits, legislative advocacy and public campaigns, and it has brought suits against states it argues have not complied with the Supreme Court’s 2022 Bruen decision, including challenges to California’s restrictions on carrying in “sensitive places” and to Oregon’s Measure 114 in 2023.
FPC was involved in the litigation over the federal bump stock ban, which ended on June 14, 2024, when the Supreme Court ruled in Garland v. Cargill that the ATF lacked authority to classify bump stocks as machineguns; Combs responded that a president cannot rewrite the law to suit policy goals. FPC also fought the ATF’s pistol brace rule in Mock v. Garland, where a court order exempted FPC members from enforcement during the litigation, and it was a co-appellant in VanDerStok v. Garland, the Supreme Court case on unfinished frame and receiver kits, which went against its position.
