About Matthew Larosiere
Matthew Larosiere is a Florida-licensed attorney and firearms law scholar known for his work on the history, technology and law of firearms. He began his legal career at the Cato Institute, where he was part of the Robert A. Levy Center for Constitutional Studies, researching, writing legal briefs and producing scholarship. On August 5, 2019, the Firearms Policy Coalition announced him as Director of Legal Policy on its legal programs team, alongside new hires Joseph Greenlee and Adam Kraut. He has written on firearms and taxation for outlets including National Review, Forbes and The Wall Street Journal.
Larosiere later became a partner at the law firm Zermay-Larosiere and an adjunct scholar of law and policy at the Second Amendment Foundation, and he has filed amicus briefs in the U.S. Supreme Court and federal courts. On March 23, 2023, he testified before the House Committee on Oversight and Accountability at a hearing titled “ATF’s Assault on the Second Amendment: When Is Enough Enough?” There he argued that the ATF’s pistol brace rule relied on outdated 1934 National Firearms Act size rules, and criticized the agency’s “zero tolerance” policy of revoking dealer licenses over minor paperwork errors.
