About Todd Rathner

Todd J. Rathner is a Tucson, Arizona-based Second Amendment lobbyist who has spent more than 15 years working on firearms and knife legislation through his firm, Rathner and Associates. He served on the NRA Board of Directors from 1999 until February 2022, sitting on its Executive, Legislative Policy and International Affairs committees. In Arizona he played a key role in the 2010 passage of the state’s constitutional carry law, which allows law-abiding adults to carry a concealed handgun without a permit, and in 2002 the Arizona Game and Fish Commission named him Conservationist of the Year.

In June 2010 Rathner became director of legislative affairs for Knife Rights, where he has lobbied for the repeal of knife bans across the country. He worked on New York’s 2016 effort to revise its gravity knife ban and on Texas House Bill 1935, which took effect September 1, 2017, and allows the open carry of blades longer than five and a half inches. In October 2014 he announced the formation of the NFA Freedom Alliance, which sought “shall certify” laws in all 50 states to help owners of suppressors, short-barreled rifles and other NFA items after the ATF’s 41P rule changes.
