About GOAL

The Gun Owners’ Action League (GOAL) is the Massachusetts state affiliate of the National Rifle Association and the state’s best-known firearms rights organization. Founded in 1974 and based in Northborough, GOAL is member-supported and works on several fronts at once: registered lobbyists who monitor and testify on firearms bills at the State House, candidate questionnaires and grades for voter education, grassroots alerts and rallies, and a large training program that offers more than 100 classes a year and certifies firearms instructors.

Massachusetts has some of the most restrictive gun laws in the country, which makes GOAL’s work closely watched by gun owners nationwide. Longtime executive director Jim Wallace, first hired as a lobbyist in 2000, led the group through the 2014 debate over House Speaker Robert DeLeo’s firearms bill, when GOAL publicly rebutted parts of the committee report behind it and negotiated changes before the final law passed that July. Media reports at the time put membership at roughly 16,000 to 17,000. GOAL remains active in 2026, publishing a weekly email newsletter and a regular podcast.
